Cleaning the air filter is pretty easy. Just follow the directions in your car's owner's manual. Replacing it is also pretty easy. Go to an auto parts store, tell them what kind of car you have and ask them how hard it is to change the air filter if you're not sure. In my experience they are very helpful and will direct you on how to do it.
Most car manufacturer's recommend that you replace your air filter every 12,000 - 15,000 miles. If you change it once a year you should be in pretty good shape.
